Binance said it resumed withdrawals in phases on 2026-11-01, starting a phase one window between 06:00 and 09:00 UTC for selected networks and assets. The exchange reported replenishing ~95% of impacted funds and absorbing losses; on-chain tracking showed $2.51 billion net outflows that day.
